I have highlighted hair as well and its naturally wavy. She appears to have a perm but I am not sure. I am not getting a perm. I just wanted it for a temporary look.

well to get her tousled waves u have to go crazy with volume so mist damp hair with a root boosting spray try pantene pro-v extra fullness thickning spray $3.99 the flip ur head unside down and scrunch ur hair while blow drying the get the curling iron create some waves shake em out lol pretty simple if u ask me lol
