Hair tint will not lift out hair tint or change the color ( to any reliable color). In order to get streaks, you will have to bleach it with hair bleach.

It depends on how long ago you colored your hair. They say to wait at least a month before coloring again, but since you are just wanting to do streaks I would do some, but maybe in red instead of blonde. The blonde would bleach the hair and could cause more damage to the hair. Red would not be as damaging as you are not using bleach.
